Between employees within

the same agency:

 mAny employee to another employee who is a designated leave recipient.

mAny employee to another family member who is a designated leave recipient.

 mAny employee (bank member or not) may donate to his or her agency’s leave bank.
 
 

mAny employee to another employee2 who is a designated leave recipient in the same agency’s leave bank.
Between employees in different agencies: m Any employee to another family member who is a designated leave recipient.

mWhen the leave recipient’s employing agency determines that leave donations within the agency are insufficient.
 
 

mWhen the leave recipient’s employing agency determines that accepting the donation of leave would "further the purpose" of the leave transfer program.
