SILENT MONITORING
Section 1 - Purpose
A. The primary purpose of monitoring public telephone
conversations is not for evaluating performance but to ensure that complete
and accurate information is courteously provided to the calling public
and to determine training requirements.
B. However, when monitoring is used to evaluate performance,
the employee will be notified in advance of the period during which monitoring
will occur. This period shall not exceed one week. In all cases immediate
feedback to the employee will be provided.
Section 2 - Task Force
The Parties agree to establish a Labor-Management Task
Force to examine alternatives to silent monitoring which follow the best
practices of public and private-sector organizations on this issue.
